cooking, like many other skilled trades, does not absolutely require college work. years back one learned exclusively by apprenticeship - formal education can speed up that process a bit but it is not required.

find a restaurant / kitchen that will take him in and teach him the trade - one can expect to was a lot of dishes along the way -
